Hold your client’s head on both sides and gently rotate to one side only as far as is comfortable.
Have your client attempt to rotate their head back to the midline against your resistance - only as strong and as long as it is comfortable for them.
As the neck muscles fatigue, allow your client’s head to rotate back to the midline.
Hold your client’s head on both sides and gently rotate to the side again only as far as is comfortable. Note the increase in range of motion.
